Success can be measured in many ways. Dubai has pretty much everything that expats and locals want - nice malls, bars and clubs, concerts by Rod Stewart and others, fine restaurants. However, the dominant culture has changed. Only 10% of the population is local. Life in Dubai is not the way more conservative Emiratis want it. The local economy depends on pandering to Western expats. Is that success? If I were Emirati, I wouldn't be comfortable. It's all kind of complicated.
